The 'View a Catalog Select' screen is a screen that has all the catalogs you have access to listed and a view of the catalogs that are no longer available and in archive. In the 'Active' tab this is your list of current catalogs, you will see below each catalog the different categories in that catalog to quickly go to the selected section. Simply selecting the link or view button on the right of the catalog/category will bring you into the 'View Catalog' screen for that catalog.
The 'Archived' tab is where you will see all no longer active catalogs (this will be populated or not depending on the brands processes for publishing and removing catalogs from their portal).
